David Burton- DMSCA Founder/President/CEO, 

David J. Burton, MCP, AICP, is a native of Columbia, SC. and is the Founder and CEO of the Diverse Manufacturing Supply Chain Alliance (DMSCA), a multi-tiered membership-based Supplier Supply Chain Excellence Training and Development organization and the DMSCA Supplier Development Foundation, a 501(c) 3 organization that supports Suppliers’ Advance Manufacturing and Workforce Skills development towards community economic development and jobs creation.


Burton obtained his B.S. from the Morgan State College, a Masters from the University of Pennsylvania in City Planning and Regional Science, and was a Doctoral Student at George Washington University in Public Administration. Burton is a former Adjunct Professor in Planning at Howard University and, as a Regular Army Captain, is a decorated Vietnam Veteran. Burton is active in both Small Business Advocacy and Education and Civil Rights. With implications for Historically Black Colleges and Universities (HBCUs), Burton is the lead plaintiff in “The Coalition v. State of Maryland”, an advanced stage federal civil rights case to restore parity and equity to Maryland HBCUs and was the 2013 recipient of the Lawyers Committee for Civil Rights Under Law, Frank E. Parker Client of the Year Award for “Courage and Perseverance”. Burton has also written numerous articles on supply chain related supplier supply chain excellence and economic development issues; serves on the White House Business Council-Business Forward; and, is a Member of the American Institute of Certified Planners (AICP). Burton is a Lifetime Member of the Alpha Phi Alpha Fraternity,


Prior to his current capacity with DMSCA, Burton was President of SCDC Management Company, a business development consulting company; an Independent Contractor for National Minority Manufacturing Programs with the Manufacturing Extension Partnership (MEP), National Institute of Standards and Technology (NIST) National HQ; Manager of Minority Programs with the South Carolina Manufacturing Extension Partnership; National Sales Manager for the former Control Data Corporation (CDC), developer of small business incubators throughout the U.S. and National Project Director for City Venture Corporation, a CDC subsidiary that leveraged CDC small business incubator development to spearhead inner city revitalization and job creation; Vice President of Planning and Development for the Harbison Development Corporation (CDC), a HUD Title Vll New Town development in Columbia, South Carolina; and, President of Burton and Associates, a planning and economic development consulting company. Burton resides in Gaithersburg, MD.
